Test PR to show that the changes in #2995 work and do not break the existing build flow for Windows.

Replaces the manual Windows build gate with two
always-running groups: PFX signing and Azure Trusted
Signing (via `USE_AZURE_TRUSTED_SIGNING=1`).
Both run x64 only to keep CI time reasonable.
